No, it has never been released on CD in its entirety anywhere in the world!! However, your question comes one week too early.

All the A&M titles, including Primal Roots, are being reissued in Japan, with an expected Japan release date of 8/21/2002.
I've corresponded with the online store Dusty Groove ( http://www.dustygroove.com ), and they've told me they have large orders in for the Mendes titles since they are good sellers. They've done all of us here a lot of favors by stocking some of these great import titles at fair prices, and I don't think you'd find anyone here who's ever been disappointed by their service. These CDs are also listed at the HMV Japan website http://www.hmv.co.jp , and although the price works out to about $15 each, the shipping would cost almost as much (since they won't send them via mail).
Keep an eye on this forum, though--as some of us order these titles, we may be able to let everyone know where we got them, and for how much.

Melody Blvd has all the A&M titles listed at $21.99 each. I went ahead and ordered them there as it appears our usual source is not going to stock these. (Idiots!) 
I decided to use HMV Japan, since with shipping the four "new" discs worked out to about $88 US, or about $22 each. It looks scary when you're adding up those Yen to over 10,000, but the current exchange rate is more favorable to the US.

It will be interesting to see what Dusty Groove's price is going to be. And I'll also be watching places like Amazon.com or CDNow to see what they end up selling them for, which is usually some outrageously high price.
I'm sitting it out here, waiting for some $$$ to roll in so I can indulge (even if it's only one or two titles ).

Amazon and CDnow usually sell Japanese titles for somewhere between $29 and $42. I had to get my POCM of Look Around that way. :|
I'm predicting/hoping for $19.99 at Dusty Groove... and their shipping is always easy to take. I'm confident they'll get the new titles in within a week or two.
