The timbre is close. He does this flourish on the end of syllables that Herb doesn't. Loses Herb's sincerity.

That guy doesn't sound like Herb to me at all, in timbre or anything else.

There's just no beating the TJB arrangement of this song -- Herb nailed that one right to the wall.
