He was implying that nobody else had thought of covering other artists' work and putting their own "stamp" on it, so I was just pointing out (as you did) that that was common practice during Herb's heyday. It only diminished when the singer-songwriter era began, in the late 60s/early 70s and beyond.I think the fact that most bands covered a lot of other artists' hits in the sixties is irrelevant.
