Reminds me of the old Frito commercials set to "Cielito Lindo" where the "frito bandito" would sing "Aayye Aaye Aye-Aye, I am the Frito bandito!" I think the Hubleys made another cartoon for "Spanish Flea"??? When I saw Herb on the Fandango tour back in '81 they ran this on the big screen during the intermission, after which Herb had some comments...

Thanks for posting this and reopening this thread I just saw this for the first time although I was only aware of this film ( which got briefly mentioned on the vinyl liner notes of Herb's Greatest hits)
